Kagame promotes over 5,700 police officers

President Paul Kagame has promoted 5,746 officers of the Rwanda National Police (RNP) in an exercise that spans all ranks, from junior officers to senior leadership.

According to an announcement released by RNP on Thursday, April 9, the promotions affect commissioned and non-commissioned officers.

At the top tier, five senior officers were elevated from Assistant Commissioner of Police (ACP) to Commissioner of Police (CP). The officers promoted to the rank of CP are Emmanuel Karasi, Bertin Mutezintare, Jean Népomuscène Mbonyumuvunyi, Barthélémy Rugwizangoga, and Fidèle Mugengana.

In the same reshuffle, 10 officers were promoted from Chief Superintendent of Police (CSP) to ACP. These include Claude Bizimana, Adolphe Nyagatare, Rango Ndoli, Callixte Kalisa, Vincent Habintwari Bihigi, Antoine Munyampundu, Faustin Kalimba, Hodali Rwanyindo, Christian Safari, and Alexis Nyamwasa.

The promotions also extend across other commissioned ranks. Five officers were promoted from Senior Superintendent of Police (SSP) to CSP, while 94 officers moved from Superintendent of Police (SP) to SSP.

Additionally, 161 officers were elevated from Chief Inspector of Police (CIP) to SP, 574 from Inspector of Police (IP) to CIP, and 17 from Assistant Inspector of Police (AIP) to IP.

At the level of non-commissioned officers, the changes are equally significant. 282 officers were promoted from Sergeant (SGT) to Chief Sergeant (C/SGT), 763 from Staff Sergeant (S/SGT) to Sergeant, 1,886 from Corporal (CPL) to Sergeant, and 1,949 from Police Constable (PC) to Corporal.

The latest exercise comes as Rwanda continues to invest in modernising its security institutions, with a focus on community policing, technological integration, and regional cooperation in addressing transnational threats.
