Rwanda’s Foreign Minister Olivier Nduhungirehe Attends Singapore-Africa Ministerial Forum

Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, is in Singapore for a three-day official working visit where he is attending the Fifth Singapore-Africa Ministerial Exchange (SAMEV). The meeting, held from August 26 to 28, 2025, brings together Singapore and several African countries to discuss opportunities for development cooperation.
SAMEV, first launched in 2014, serves as a platform for Singapore and African nations to exchange ideas and foster partnerships in areas of mutual interest.
Rwanda and Singapore enjoy long-standing cooperation, particularly through the Forum of Small States (FOSS), an international grouping founded by Singapore in 1992 that brings together small nations to collectively address common challenges and pursue sustainable development.
Bilateral relations between the two countries were further strengthened in September 2023, when Rwanda signed a cooperation agreement with the Singapore Cooperation Enterprise (SCE). The deal, signed by Rwanda’s Ambassador to Singapore, Jean de Dieu Uwihanganye, and SCE’s Chief Executive Officer, Wy Mun Kong, covers a five-year period. It focuses on advancing citizen welfare and economic growth, with key areas including technology, cybersecurity, and climate resilience.
The partnership has also been reinforced by high-level exchanges. President Paul Kagame paid a visit to Singapore in September 2024, underscoring the strategic importance of ties between Kigali and the Southeast Asian city-state.
Amb. Nduhungirehe’s visit is expected to further deepen this cooperation and explore new avenues for Rwanda and Singapore to collaborate in pursuit of shared development goals.
