RDF, UPDF officers visit Mutobo demob centre
Security discussions between Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) continued on Thursday, February 19, with a visit to Mutobo Demobilisation and Reintegration Centre in Musanze District.
The engagement was as part of the seventh Proximity Commanders’ Meeting, which concludes on Friday.
The visit by the UPDF officers and RDF commanders deployed along the Uganda-Rwanda border in Northern Province was conducted within the framework of the ongoing three-day engagement focused on cross-border security and cooperation.
“The visit aimed at providing insights into initiatives and programmes that support the reintegration of former combatants from the FDLR and other armed groups, as well as their dependants and associated civilians from DR Congo,” the RDF said on Thursday.
It added that the proximity commanders’ meeting was convened “to address cross-border security and cooperation.”
“The three-day engagement focuses on reviewing prevailing security challenges, strengthening peacebuilding initiatives, promoting trade and cross-border activities, and highlighting industrial and tourism potential in Rwanda’s Northern Province.”
The forum brought together commanders from RDF Infantry Divisions operating along the Rwanda–Uganda border, led by Maj Gen Ruki Karusisi of the 5th Division and Brig Gen Deo Rusanganwa of the 2nd Division, and their counterparts from the UPDF 2nd Infantry Division under Maj Gen Paul Muhanguzi.
Other security and civilian officials from both countries are also participating, including representatives from local government and the police.
RDF stated that “discussions centered on evaluating the implementation of recommendations from previous meetings, particularly efforts to curb illegal cross-border activities and respond to emerging security threats.”
Both delegations reviewed progress in information sharing, joint verification mechanisms, and coordinated responses aimed at ensuring stability along the common border.
Military leaders underscored the strategic value of the forum. Brig Gen Rusanganwa described it as “a vital confidence-building platform that enhances communication, coordination, and timely resolution of border incidents.”
Maj Gen Muhanguzi stressed that “disciplined engagement and clear command intent are essential for maintaining peaceful coexistence and advancing regional development.”
The delegation also toured key economic activities, including the Musanze Industrial Park, Gorilla Textile Ltd, and CIMERWA Cement Factory.
The Governor of Northern Province, Maurice Mugabowagahunde, commended collaboration between the two forces in addressing “illegal trade, drug trafficking, and human trafficking.”
He highlighted the province's economic prospects and the importance of tourism, especially attractions such as Volcanoes National Park.
