Rwanda Signs Air Transport Cooperation Agreements with the UK and Panama

The Government of Rwanda has signed bilateral air service agreements with the United Kingdom and Panama to strengthen cooperation and boost air transport services between the countries.

The agreements were concluded in Punta Cana, Dominican Republic, on November 11, 2025, during the ongoing International Civil Aviation Negotiation Conference focused on the development of global air transport services.

The Rwanda–UK agreement was signed by Rwanda’s Ambassador to Canada and the Dominican Republic, Prosper Higiro, and Mark Bosly, a senior official from the UK government responsible for air service negotiations.

The Rwanda–Panama agreement was also signed by Ambassador Higiro and Marcos Castillo Masis, Director General of Panama’s Civil Aviation Authority.

According to the Rwanda Civil Aviation Authority (RCAA), these agreements mark a significant step toward improving air connectivity, opening new opportunities in trade, tourism, and investment.

“These agreements pave the way for enhanced cooperation in aviation, creating new prospects for business, tourism, and investment, while supporting affordable air travel and economic growth through increased competition,” RCAA said in a statement.

The accords, known as Bilateral Air Services Agreements (BASA), grant designated airlines the rights to operate flights between the signatory countries, carrying passengers, cargo, and mail.

Under these frameworks, the countries agree on key operational details, including airports to be served, frequency of flights, passenger and cargo limits, pricing structures, and aviation safety standards.
