AFC/M23 Appoints New Administrators Across South Kivu Territories Under Its Control

Bukavu, June 6, 2026 – The AFC/M23 coalition, which is fighting the government of the Democratic Republic of the Congo (DRC), has appointed new administrators for all territories under its control in South Kivu Province.

The appointments were announced on June 6, 2026, as the group moves to strengthen its administrative structures in areas it has controlled since early 2025.

Kyalangalilwa Mulondani Nicolas was named Mayor of Bukavu, the provincial capital of South Kivu, while Nyota Luandja Celine was appointed Deputy Mayor.

The three communes that make up Bukavu—Bagira, Ibanda, and Kadutu—also received new burgomasters and deputy burgomasters. However, no new officials were announced for the communes of Panzi and Kasha.

In the province’s territories, Ntambuka Pascal was appointed Administrator of Idjwi Territory, with Bulikoko René serving as his deputy. Elie Rubabura Espoir was named Administrator of Kabare Territory, assisted by Deputy Administrator Kasindi Kingombe Benjamin.

Buseyi Jean Bosco was appointed Administrator of Kalehe Territory, while Muhamuka Mweze Amza was named Deputy Administrator. In Minova, Sengimana Ruhungande Augustin was appointed town administrator, with Mahombi Mutumai serving as deputy.

AFC/M23 leader Corneille Nangaa Yobeluo stated that these areas had gone for more than a year without formally appointed local administrators, making the appointments an urgent priority.

The AFC/M23 coalition captured large parts of South Kivu in February 2025. Following its advance, the movement appointed Emmanuel Birato Rwihimba as provincial governor to oversee the day-to-day administration of the territory under its control. In June 2025, he was replaced by Patrick Busu Bwa Ngwi Nshombo.
