Rwanda, Mozambique generals discuss ‘new strategies’ against terrorism

The Chief of General Staff of Mozambican Armed Forces (FADM) Gen Julio dos Santos Jane on Friday, May 9, met with the Rwandan Security Forces Commander Maj Gen Emmy Ruvusha at Mueda in the northern Mozambican province of Cabo Delgado, where Rwandan troops are fighting terrorism.

The two military leaders “discussed new strategies in strengthening joint efforts in the fight against terrorism in Cabo Delgado Province,” Rwanda Defence Force (RDF) said in a statement on Friday.

The Mozambican general commended the Rwanda Security Forces for “the job being done in restoring peace and stability in the northern part of Mozambique.”

Rwanda deployed soldiers and police officers to Mozambique in July 2021, at the request of Maputo, to restore security and state authority in Cabo Delgado, a region on the coast of the Indian Ocean ravaged by an Islamic State-linked insurgency since 2017.

Members of the Islamic State-affiliated group Ansar al-Sunna Wal Jamaa had killed more than 4,000 civilians and displaced hundreds of thousands more in the Cabo Delgado province.

Joint operations by Rwanda Security Forces and the Mozambican army restored peace in most parts of the terror-hit province. The two militaries expanded their operations to Nampula province.

Maj Gen Ruvusha took over as commander of Rwanda Security Forces in Mozambique in September 2024, replacing Maj Gen Alex Kagame, who had been redeployed after a one-year tour of duty in the Southern African country.
