On January 27, 2025, the Rwanda Defense Forces (RDF) reported that artillery shells fired by the Armed Forces of the Democratic Republic of Congo (FARDC) struck areas within Rubavu District. The incident resulted in the deaths of five civilians and left approximately 30 others injured.
Brigadier General Ronald Rwivanga, the RDF spokesperson, addressed the media, stating, “They are desperate, fleeing. They are mounting their weapons, indiscriminately shelling to Rwanda, not targeting forces but targeting civilians.”
This tragic event has heightened tensions between Rwanda and the DRC, especially as the M23 rebel group has recently captured Goma, a major city in eastern DRC. The DRC government has accused Rwanda of supporting M23, allegations that Rwanda has consistently denied.
In response to the shelling, Brig. Gen. Rwivanga urged the public to remain calm, assuring them that the RDF is committed to ensuring their safety. He emphasized that the RDF is actively monitoring the situation and will take necessary measures to protect Rwandan citizens.
The international community has expressed concern over the escalating violence in the region. The United Nations Security Council has called for an immediate cessation of hostilities and the withdrawal of external forces from the DRC.
As investigations continue, authorities are assessing the extent of the damage and providing assistance to the affected families. The RDF has also communicated the incident to the Extended Joint Verification Mechanism (EJVM) to ensure a thorough and impartial investigation.
