Mukabalisa’s Political Journey Continues as She Returns to Senate

On September 19, 2024, Donatille Mukabalisa, former Speaker of the Rwandan Chamber of Deputies, was designated as a senator by the National Consultative Forum of Political Organisations (NFPO). This appointment marks another milestone in her lengthy and distinguished political career. At 64, Mukabalisa’s return to the Senate is a significant event in Rwanda’s political landscape, given her experience and legacy in parliamentary leadership.

Mukabalisa, who holds a bachelor’s degree in law, has been active in Rwandan politics since the year 2000. Her journey began as a member of the National Transitional Assembly, where she served from 2000 to 2003. She was then elected as a Member of the Chamber of Deputies in 2003, and by 2011, she moved to the Senate, where she represented her constituents for two years. In October 2013, Mukabalisa was chosen as the Speaker of the Chamber of Deputies, a position she held until June 2024. This role made her one of the most influential political figures in Rwanda, overseeing the legislative process and shaping the national agenda.

Mukabalisa’s career has been characterized by a strong commitment to legal and political reform, particularly in ensuring that Rwanda’s laws reflect the country’s social and economic progress. Her expertise in law and extensive experience in the legislative processes has earned her widespread respect both within Rwanda and internationally. As a senator, she will have the opportunity to contribute to policy discussions and decisions from a different vantage point, continuing to shape Rwanda’s governance system.

Mukabalisa’s return to the Senate comes alongside the election of Hadidja Murangwa Ndangiza, another seasoned politician who served in the outgoing Senate. Together, they were nominated to fill two of the four Senate seats allocated to the NFPO. According to the Rwandan Constitution, the NFPO is tasked with nominating candidates for these Senate seats. The remaining two seats will be filled in 2025 when the Forum conducts another round of elections.

The process for nominating senators through the NFPO is well-structured and ensures transparency. Article 29 of the Rwandan Constitution outlines the procedures for these nominations. Once the NFPO nominates candidates, the General Assembly must approve them. Following this, the Speaker of the Forum submits the candidates’ files to the Supreme Court for further validation. If any candidate is rejected by the Supreme Court, the NFPO is notified and must convene to nominate a replacement.

Rwanda’s Senate comprises 26 members, and its composition reflects the country’s commitment to inclusivity. Of the 26 seats, 14 are elective, eight are appointed by the President, and four are reserved for representatives of the NFPO. This structure ensures that the Senate is a representative body that brings together diverse voices and perspectives, including those of political organizations, civil society, and the government.

Mukabalisa’s reappointment to the Senate is seen as a testament to her leadership and dedication to public service. With her vast experience, she is expected to bring valuable insights and contributions to the Senate, furthering Rwanda’s development goals and upholding democratic principles. Her return also underscores the importance of seasoned leadership in navigating the country’s political landscape as Rwanda continues its progress on the global stage.
