On Saturday, the M23 rebel group conducted a major security operation in the city of Goma, capturing around 30 suspected criminals and seizing 10 firearms along with their ammunition magazines. The sweep took place in Ndosho, a neighborhood located in the Karisimbi commune.
The operation was part of M23’s continued efforts to restore order in the city following its takeover in late January 2025, after Congolese government troops were overpowered and fled, leaving behind weapons that have since circulated among civilians and armed groups.
The Mayor of Goma, Katembo Ndalieni Julien, publicly praised the M23-led security initiative and called on residents to collaborate by reporting individuals suspected of disturbing the peace.
“You see, this weapon could easily be hidden in a jacket and used at night to terrorize residents,” he said, pointing to one of the seized rifles. “That’s why we urge you to give us information, and in return, we will ensure your safety.”
Mayor Katembo also addressed residents with relatives among the Wazalendo fighters, urging them to persuade their loved ones to lay down arms, as the only viable path forward is through disarmament.
He further discouraged acts of mob justice, which have been on the rise in Goma, urging citizens to let the judicial system carry out its responsibilities rather than taking matters into their own hands.
Since M23 seized control of Goma, the city has faced increased insecurity due to the widespread availability of weapons abandoned by retreating government forces. Saturday’s crackdown represents one of the most significant efforts yet to stabilize the region under M23’s control.
