Former President Joseph Kabila has re-emerged in the Democratic Republic of Congo (DRC), arriving in the eastern city of Goma on April 18, 2025, after more than a year in exile. His return has ignited controversy and speculation amid heightened political and military tensions in the region.

Sources within the armed coalition AFC/M23, which controls parts of eastern DRC and is engaged in conflict with the central government, confirmed Kabila’s arrival via Rwanda. The former president’s presence in a zone under rebel control has provoked strong reactions from Kinshasa.

Government spokesperson Patrick Muyaya labeled Kabila an “enemy of the state,” arguing that his visit to an area dominated by AFC/M23 is a clear indication of his alleged allegiance with the rebel group. “His presence in Goma, under the control of M23, confirms where his loyalties lie,” Muyaya said.

However, Kabila’s inner circle insists the visit is part of a personal initiative to support peace efforts in eastern DRC. Speaking to the Associated Press, a close aide described the trip as a gesture aimed at contributing to ongoing negotiations and easing tensions in the region.

Kabila’s spokesperson, Barbara Nzimbi, announced on Saturday that the former head of state plans to address the nation in the coming hours or days. “In the coming hours (or days), former President Joseph Kabila will address the nation to shed light on what is being said,” she stated.

Kabila’s return marks his first appearance in the DRC since 2023, when he left the country under unclear circumstances. His duration of stay in Goma has not been disclosed.

The former president has also denied accusations of collusion with the AFC/M23. In a recent interview from South Africa, he challenged the DRC government to present concrete evidence of any such connection.

Kabila’s reappearance comes at a delicate time, as peace talks between the DRC government and the AFC/M23 coalition continue in Doha, Qatar. His involvement—whether symbolic or strategic—could shift political dynamics both within the country and on the negotiation table.

Observers warn that his presence in Goma could deepen mistrust between the government and armed opposition groups, potentially complicating efforts to end the ongoing conflict in the country’s east.
