Joseph Kabila calls for a patriotic surge and proposes 12 points to save DRCongo

The former Head of State, Joseph Kabila, called in his speech on Friday 23 May for a patriotic surge for a citizen pact, in order to pull the country out of the abyss.

The appeal was summed up in 12 proposals he made to save the country from the current crisis.

These are:

1. Ending dictatorship, better, tyranny
2. Stopping the war
3.  Restoring State authority throughout the national territory
4. Restoring democracy by returning to the fundamentals of a genuine rule of law
5. Restoring fundamental freedoms

6. Reconciling Congolese and rebuilding national cohesion
7. Revitalise the development of the country through good economic governance, Orthodox administrative and financial management and equitable distribution of national resources
8. Relaunch the sincere and ongoing dialogue with all neighbouring countries with a view to achieving sustainable peace and development in the region;
9. Restoring the credibility of the country with partners at the regional, continental and international levels

10. Neutralize all national and foreign armed groups and repatriate them to their countries of origin
11. To put a definitive end to the use and use of mercenaries, in accordance with the African Union Convention on the Elimination of Mercenarship in Africa of 3 July 1977 and the United Nations General Assembly Resolution No. A/44/34 of 4 December 1989, adopting the International Convention against the Recruitment, Use, Financing and Training of Mercenaries; and repatriate, unconditionally, those deployed on Congolese soil;
12. Order the withdrawal, without delay, of all foreign troops from the national territory.
