Governance Failures, FDLR Cloud DR Congo’s Mineral Future Premium

Mineral wealth alone cannot bring peace to eastern DR Congo unless the country leadership addresses long-standing governance challenges, regional analysts have said. The experts argued that while DR Congo’s vast deposits of critical minerals could support regional prosperity, weak institutions, poor resource management, and armed groups have prevented the country from turning its natural resources into development. This was said on Monday, July 27, on Royal FM, where political analyst Albert Rudatsimburwa, civil society actor Joseph Ryarasa, and veteran journalist Gonzaga Muganwa discussed whether the Great Lakes region’s mineral resources could become a pathway to peace rather than conflict. The discussion followed renewed international calls for the DR Congo’s mineral wealth to contribute to regional economic integration and stability instead of fuelling violence. Rudatsimburwa said the focus on minerals risks ignoring the deeper problem of decades of weak governance in Kinshasa. Veteran journalist and political analyst Albert Rudatsimburwa “You can talk about minerals for peace and prosperity, but are we really dealing with the root causes of what is happening in this region?” Rudatsimburwa asked, arguing that the DR Congo’s instability is largely linked to state failure. He said the size of the country and the distance between the capital Kinshasa and eastern cities such as Goma have also contributed to governance challenges. “The problem here is a dysfunctional system in Congo that has not been dealing with the realities on the ground,” Rudatsimburwa said. Minerals are not the cause of conflict Ryarasa argued that minerals should not automatically be viewed as wealth unless there are systems to transform them into value for citizens. “Minerals are raw materials, and raw materials are not wealth. Wealth is brought about by knowledge,” he said, citing countries such as Japan and Singapore, which developed through innovation despite limited natural resources. He added that without effective governance, even increased revenues from mining would not necessarily improve people’s lives. “If that wealth happens, do they have systems to ensure that the resources are being used constructively?” he questioned. For Muganwa, mineral resources often sustain conflicts but are not necessarily the reason why conflicts begin. He cited examples where armed groups exploit minerals in areas where state authority is weak. “The problem there is not the fact that the minerals are there. The problem is that governance is absent,” he said. He argued that DR Congo could learn from countries such as Nigeria, where resource-sharing arrangements between the federal government, states, and oil-producing communities helped reduce tensions in the Niger Delta. Need for local communities to benefit The analysts also discussed proposals by the DR Congo government calling for transparent supply chains, mineral traceability, local value addition, and community development. However, they questioned whether such measures would work without reforms that strengthen local governance. Muganwa said mining revenues must directly benefit communities where resources are extracted. “You get the minerals out, you give the elites, they buy jets in Europe and so on. You have to deal with governance,” he said. Rudatsimburwa also questioned why DR Congo continues to struggle despite billions of dollars generated from mineral exports. “The problem is not that Congo has lacked revenues. The problem is inside there,” he said. FDLR and regional security concerns The discussion also touched on the continued presence of the FDLR, a UN- and US-sanctioned genocidal militia backed by Kinshasa. Ryarasa said the challenge posed by the terrorist group designated by Rwanda goes beyond the numbers of its members, arguing that its ideology and networks have allowed it to survive for decades. He said years of indoctrination and recruitment have enabled the ideology to spread beyond the group’s original members, making military operations alone insufficient to eliminate the threat. Rudatsimburwa shared a similar view, arguing that the ideology has become entrenched over decades and cannot be addressed by focusing solely on armed combat. He said efforts to dismantle the group should focus not only on disarmament but also on addressing the ideology that has sustained it over the years. Muganwa also questioned proposals for a political process with the FDLR, arguing that an existing framework already allows combatants who wish to lay down their arms to undergo demobilisation and repatriation in Mutobo, in northern Rwanda.
