Exposed: How FDLR Survives Through Illegal Business Networks in Eastern DR Congo Premium

Thirty-two years after the 1994 Genocide against the Tutsi in Rwanda, one of its most dangerous legacies remains armed, financed and politically useful in eastern DRC. The FDLR is not merely a group of fugitives hiding in the forest. It is a genocidal organisation formed by the remnants of the evil forces that carried out the 1994 genocide, sustained through illegal mining, taxation, agriculture and regional military alliances. But who finds the FDLR useful? The 2026 final report by the UN Group of Experts on the DRC noted that, despite commitments to end support for the genocidal militia, investigators found that the Congolese army continued cooperating with FDLR and allied Wazalendo groups. The findings indicate that battlefield collaboration persisted even after Kinshasa committed, through regional and internationally supported peace arrangements, to neutralise the UN- and US-sanctioned terrorist organisation. UN experts and Human Rights Watch have repeatedly documented instances of the Congolese army (FARDC) coordinating with, supplying arms and ammunition to, or operating alongside the FDLR and other abusive militias. In 2022, 2025 and 2026, HRW reported that FARDC provided ammunition and other support to armed groups deployed against the AFC/M23 rebellion, including FDLR, which has targeted Congolese Tutsi civilians by accusing them of sympathising with the rebels. From defeated genocidal forces to a Congolese war economy After the Rwandan genocidal regime was militarily defeated in 1994, an estimated 80,000 to 100,000 Interahamwe militia members and more than 35,000 former Rwandan government (FAR) soldiers fled into what was then Zaire (now DRC). They crossed the border with weapons, looted resources and civilians whom their leaders used as political cover and human shields. The military and political leadership later reorganised in eastern DRC, eventually forming the FDLR in 2000. Its objective remained the violent overthrow of Rwanda’s post-genocide government and the continuation of its genocidal agenda against the Tutsi in Rwanda. The 2026 final report by UN experts noted that FDLR sources representing different factions claimed the group’s overall strength exceeded 10,000 combatants, with half active at the time of drafting and others available for mobilisation. FDLR-CRAP, a special forces unit, claimed its ranks exceeded 20,000 combatants. Although its troop strength has declined, its command structures have survived. UN reports have described organised military units, intelligence networks and continued recruitment, including of young people born in DRC long after 1994 but raised in communities exposed to the movement’s anti-Tutsi genocidal ideology. The FDLR has endured because it became more than an insurgency. It built an economy. UN investigators have linked the group to gold and other mineral extraction, charcoal production, timber, cannabis cultivation, poaching, farming and the taxation of miners, traders, vehicles and civilians. Earlier UN assessments concluded that armed groups - particularly the FDLR - could generate several million US dollars annually from gold mining and trade alone. Former FDLR Colonel Augustin Nshimiyimana, who completed Rwanda’s reintegration programme in 2022, described one of the militia’s most profitable centres: Oninga, in Walikale Territory, North Kivu Province. According to his testimony, more than 30,000 artisanal miners operated in the FDLR-controlled area. Each miner paid a daily levy of USD 0.50 and was required to sell gold through channels controlled by the militia. That basic levy alone would generate approximately USD 15,000 per day – or as much as USD 5.48 million annually if collected continuously – before accounting for proceeds from compulsory gold sales. The calculation is an estimate based on the former commander’s figures, not an audited account. However, it illustrates the scale of an economy that is easily underestimated when FDLR is portrayed solely as a forest-based militia. Charcoal provides another revenue stream. Research into the illegal trade around Virunga National Park found that traders paid FDLR commanders between USD 20 and USD 30 per person each month for permission to cut trees. Charcoal was sold inside militia-controlled areas for about USD 6.50 per sack. The broader illegal charcoal market around Virunga has previously been valued at up to USD 35 million annually, although that figure represents the total market value, not income accruing exclusively to FDLR.
